Form 1099-MISC

I paid independent contractors and other business using PayPal or a credit card. Should I send them the Form 1099-MISC for federal income tax purposes?

No, it's not required. If your small business paid independent contractors, affiliates, or other unincorporated businesses (e.g., LLCs) via PayPal or credit card, you're not required to issue a 1099-MISC form, even if payments exceeded $600 in a year. Instead, the payment processors, such as PayPal, handle the reporting and may issue a Form 1099-K when applicable.

Form 1099-K

Under IRS Section 6050W, payments made via credit cards or third-party payment networks must be reported on Form 1099-K by the payment settlement entity. These payments are not subject to reporting on the 1099-MISC form.
